The Bulgarian Ministry of Health has adopted a regulation on the procedures for financing from the national budget of the treatment of Bulgarian citizens for diseases which are out of the scope of mandatory health insurance (Regulation 34/25.11.2005, SG 68/19.11.2005). This regulation defines the criteria, terms and conditions on the mechanisms of subsidizing drugs for the following groups of diseases, which are not covered by the Sick Fund – neoplasms, conditions after transplantation of tissues and organs, some infectious diseases, rare diseases and patients with renal failure on dialysis.
